Can't receive messages

I Have the iPhone 6s. I just recently reset my phone because it was acting weird after ios10 update. I tried to attach my phone number by going to iCloud>Apple ID>Contact information then I tried to add my number thru there, but I got an error message stating that my phone number was already in use. I then try to activate my FaceTime & iMessage but neither have activated and Ive been trying since Sunday. I even followed the instructions on the apple website.

so I can't send messages and I can not receive them.
